The Shanghai Waterway Office of the Yangtze River, the Changshu Maritime Safety Administration, and the Nanjing Waterway Engineering Bureau of the Yangtze River carried out the theme: "Welcome the Party's 100th Anniversary, Create a Chang'an Channel"-a comprehensive emergency drill for the 12.5-meter deep water channel of the lower Yangtze River in 2021.

Background of the walkthrough
The Sutong Bridge is located at the Changshu Xuliujing node at the junction of Tongzhousha waterway and Baimaosha waterway in the Chengtong section of the lower reaches of the Yangtze River. It is Nantong City on the north bank and Suzhou City on the south bank. The water area of Sutong Bridge is about 5.7 kilometers wide. There are Xuliujing reefs and a narrow sand body on the south bank. The main channel is divided into the main channel and the special channel of Changshu Port. There are also 10,000-ton wharves such as Changshu Power Plant and Xinghua Port. Numerous thousand-ton wharfs, Changshu Port transfer anchorage and Yonggang special waterway, 4 kilometers upstream of the bridge axis are Langshan sand body; on the north bank there are Xinkaisha and Xintonghai sand, 2 kilometers upstream of the bridge axis are dedicated to the Yingchuan Port At the entrance and exit of the fairway, there is the anchorage of Changshu Port for sea vessels downstream.
Affected by runoff and tidal currents, the navigation conditions of the Sutong Bridge area are very complicated, and various rivers and sea vessels are navigable. The density of ships is high. It is the busiest navigable waterway in the area under the jurisdiction of the Shanghai Channel of the Yangtze River. In the near future, the construction of the Haitai-Taiwan River Passage Project will begin in the upper section of the Baimaosha Waterway of the Yangtze River, which is less than 8km away from the Sutong Bridge. In order to ensure the smooth flow of waterways and the safe navigation of ships during the construction period, while implementing the decision and deployment of the Party Central Committee and the State Council on preventing and resolving major safety risks and the requirements of higher-level units on the investigation and management of hidden dangers in the waters of the bridge area of the Yangtze River, Therefore, this comprehensive emergency drill simulates the emergency handling of a shipwreck accident in the waters of the Sutong Bridge, and aims to improve the ability to handle emergencies in the bridge area and channel, reduce hidden safety risks, and ensure the safety of the construction of the Haitai River Crossing Tunnel.

Through this comprehensive exercise, the feasibility and operability of the emergency plan were tested, and at the same time, it also provided a practical basis for improving the emergency plan. The exercise aims to improve the emergency response capabilities of construction ships in emergencies, ensure that various resources are coordinated in the shortest time, to avoid accidents to the greatest extent, to reduce personnel and property losses, and to effectively ensure the safety of maintenance and dredging of the Yangtze River Channel.
