Since the reform and opening up, especially since the 18th National Congress of the Communist Party of China, my country has given full play to the advantages of the national maritime search and rescue system and steadily promoted the construction of the maritime search and rescue system, institutionalized management and operation, standardized team equipment, scientific decision-making and command, internationalized vision of ideas, and internal management Significant results have been achieved in the construction of windows, and great progress has been made in the ability and level of water search and rescue. However, at the same time, there are still outstanding problems in the water search and rescue work, such as insufficient implementation of responsibilities, incomplete regulations and standards, and inadequate support capabilities, which are difficult to meet the needs of economic and social development in the new era and the expectations of the people. In order to strengthen the maritime search and rescue work, with the approval of the State Council, the relevant matters are hereby notified as follows:
1. Improve the water search and rescue system. The national maritime search and rescue agency must do a good job in the unified organization and coordination of national maritime search and rescue and ship pollution emergency work, formulate and improve work plans and rules and regulations, and guide local governments to carry out relevant work. Local people's governments at all levels must implement territorial responsibilities for preventing and responding to water emergencies, establish and improve water search and rescue organization, coordination, command, and support systems. The funds required for water search and rescue must be included in the financial budget at the same level to ensure that water search and rescue agencies are efficient and orderly. run.
2. Improve the joint meeting system. The National Maritime Search and Rescue Inter-ministerial Joint Conference should coordinate the national maritime search and rescue and ship pollution emergency response work, and give full play to the advantages of joint meetings, liaison meetings, emergency consultations, joint exercises, and expert consultation. The Ministry of Transport should give full play to the role of the leading unit of the National Maritime Search and Rescue Joint Conference, improve the comprehensive coordination mechanism, and strengthen supervision and guidance. Local people's governments at all levels should establish a water search and rescue joint conference system based on the actual situation in the region, and form a work pattern of "government leadership, unified command, territorial control, combination of specialists and groups, convenient access to the nearest, fast and efficient" work pattern.
3. Focus on coordination of search and rescue in inland rivers and waters. Local people’s governments at all levels should establish a dynamic adjustment mechanism for emergency on-duty that adapts to demand and scientific deployment, as well as a joint cooperation mechanism for regional linkage and industry coordination, to accelerate the integration of inland river cruise rescue, strengthen daily cruises of official ships, and strengthen law enforcement and enforcement. Local governments in non-water network areas should build water rescue forces in their jurisdictions, strengthen emergency material reserves, strengthen coordination and linkage, and continuously improve water search and rescue capabilities such as inland lakes and reservoirs.
4. Strengthen the sharing of information resources. The member units of the National Maritime Search and Rescue Joint Conference and the local maritime search and rescue joint conferences should make full use of the resources of transportation, industry and information technology, natural resources, water conservancy, emergency management, meteorology and other departments to improve the ability of prediction, prevention and early warning, and Perform well the responsibilities of water search and rescue response, rescue and disaster relief, support and protection, and aftermath disposal.
Fifth, improve the water search and rescue planning and plan system. Do a good job in the implementation of the national water traffic safety supervision and rescue system layout plan, and the national major marine oil spill emergency response capacity building plan. Strengthen the publicity and implementation of the national emergency response plan for maritime search and rescue and the national emergency response plan for major marine oil spills, update supporting plans and operation manuals in a timely manner, and organize emergency drills on a regular basis. According to the actual work, a special plan for the construction of water search and rescue capabilities is prepared, the layout and equipment configuration of search and rescue bases are optimized, and the construction of water rescue, cruise rescue, water medical rescue, and aviation rescue bases is promoted.
6. Strengthen the construction of laws and regulations and standard systems. The National Maritime Search and Rescue Inter-ministerial Conference should promote the improvement of maritime search and rescue related laws and regulations, clarify the responsibilities of maritime search and rescue work, and guide maritime search and rescue agencies at all levels to formulate and improve water search and rescue duty on duty, platform construction, search and rescue command, equipment equipment, and emergency handling standards. , To form a standard system of the whole process and the whole business chain, and realize the standardization and scientificization of water search and rescue work.
7. Pay attention to equipment research and development equipment and technology application. Strengthen the construction of rescue and deep-water rescue equipment in inland lakes, reservoirs and other waters, realize the lightweight and long-distance delivery of deep-diving equipment, and improve the emergency search and rescue capabilities of inland rivers such as the Yangtze River. Promote the application of artificial intelligence, new-generation information technology, and satellite communications in maritime search and rescue work to achieve full coverage of the “12395” maritime distress call. Scientifically lay out the construction of ship oil spill emergency supplies and equipment warehouses and regularly maintain them, strengthen daily drills and exercises, and improve the emergency response capabilities of ship pollution and major marine oil spills.
8. Build a modern water search and rescue talent team. Strengthen the construction of the national professional rescue and salvage team and the member units of the National Maritime Search and Rescue Inter-ministerial Joint Conference on water search and rescue and water rescue forces, open and share training conditions, and strengthen search and rescue training and education. Give full play to the role of social forces such as merchant ships, fishing boats, and social volunteers, and encourage and guide the orderly development of social search and rescue teams and volunteer teams. 9. Strengthen exchanges and cooperation on water search and rescue. National maritime search and rescue agencies must promote international humanitarianism, earnestly fulfill their international search and rescue obligations in accordance with relevant international conventions, strengthen domestic and international major accident emergency case studies, actively participate in international rescue operations, and establish an image of a responsible power. Strengthen regional and international exchanges and cooperation, learn from advanced international concepts, technologies and experience, and improve my country's maritime search and rescue capabilities and international influence.
10. Promote and popularize water search and rescue culture.
